I would say other. :P Cause more often than not, I use cute in regards to the personality of a person, rather than outer appearance.
I would circle b), Because it has to do with outward appearance as well as personality. It may or may not apply to a baby or a furry animal. Normally, however, I will use it for a person when this person makes me smile in his/her mannerism, or the way he/she expresses him/herself. My sister and I sometimes call by older brother cute, believe it or not, and HE doesn't get offended!!!!
As an after-thought... How could something ugly be adorable? I think this is a contradiction!
